Emaar announced the Burj Dubai Development in 2004 — 400 acres at the heart of what became Downtown, with a 3.5 km Boulevard, The Residences and The Old Town, and an ambition to match Lower Manhattan, London’s West End and Paris’s Left Bank. Sources still differ on size: Emaar Communities calls it a 500-acre settlement, Propsearch about 2 square kilometres with part still under construction. Emaar speaks of tens of thousands of residents across the Opera District, Burj Plaza and the Sheikh Mohammed bin Rashid Boulevard; Propsearch counts 158 building developments in 17 sub-communities and 1,415 open outlets, 318 of them restaurants. It is freehold.
The landmarks are the reason people pay the premium. Burj Khalifa is 828 m and 163 storeys, with 900 private homes on levels 19 to 108 — completed in 2009 according to Betterhomes, opened officially in 2010 according to Guinness. Dubai Mall has more than 1,200 shops and drew 105 million visitors in 2023; its expansion, The District, adds 440,000 sq ft and is targeted for H2 2028. Dubai Opera seats 2,000 and opened in August 2016. The 275 m Dubai Fountain closed in April 2025 for a five-month renovation and was due back on 1 October 2025.
